Recognizing the irreversible trend of cloud adoption in the digital age, businesses are increasingly turning to public cloud solutions. Public cloud solutions, favored for their high flexibility, low cost, ease of management, and diverse services, are increasingly becoming the go-to option for enterprises migrating to the cloud. The critical focus now is on delivering public cloud services that are faster, more stable, more secure, and more cost-efficient for enterprises.
In March 2018, Chief Telecom pioneered public cloud connectivity in Taiwan by partnering with global cloud infrastructure market leader AWS (Amazon Web Services) to launch AWS Direct Connect. As the first AWS Direct Connect gateway in Taiwan, Chief Telecom leverages its local presence to provide reliable private connection, enabling rapid and secure direct connections to AWS cloud regions worldwide.
As the interface for AWS Direct Connect in Taiwan, Chief Telecom assists AWS users in optimizing their cloud applications with a dual guarantee of stability and security. Tony Chang, Senior Vice President of Sales Division, Chief Telecom, stated, “while 70-80% of enterprises now leverage the cost-effectiveness and flexibility of public clouds, concerns regarding stability and security persist. Chief Telecom’s promotion of CCX x AWS Direct Connect and the direct connection to other public clouds is precisely aimed at addressing these concerns, fostering a superior
cloud application environment.
Localized Single Point of Connection, Diversified Bandwidth Options
AWS Direct Connect is compatible with all AWS services accessible over the internet, including Amazon Simple Storage Service(Amazon S3), Amazon Elastic Compute Cloud(Amazon EC2), and Amazon Virtual Private Cloud(Amazon VPC). Previously, users requiring AWS Direct Connect needed international private lines to connect to AWS data centers in Japan or Singapore, incurring significant connectivity costs.
Now, AWS users can access AWS Direct Connect by simply connecting to Chief Cloud Exchange Center (CCX), establishing a direct connection to AWS. This means AWS users only need to pay for Taiwan local private line connection fees. Chief Telecom offers a range of bandwidth options starting from 10M, allowing businesses to choose according to their actual needs and avoid unnecessary investment. Replacing international submarine cable with local circuits alone can result in cost savings of at least 50%.
Chief Telecom also provides a primary/secondary AWS Direct Connect solution, supporting access to different AWS Zones or Regions to help customers build high availability (HA) architectures. This solution effectively minimizes downtime risks caused by AWS maintenance or other factors, ensuring business continuity.
Tony Chang pointed out that AWS’s market share in Taiwan’s cloud market is estimated to exceed 40%, and with the continued growth of enterprises using public cloud services, AWS Direct Connect is becoming crucial. Existing AWS Direct Connect users do not need to make any architectural adjustments; they can seamlessly switch to Chief Telecom’s data center to use AWS Direct Connect services simply by changing the connection point. As for users connecting to AWS via the public internet, they only need to add a local private line to enable AWS Direct Connect and enjoy cost-effective, dedicated, and highly secure cloud services.

Consistent User Experience with Global Multi-Point Support
According to the simulation test from Chief, connecting to AWS via the public internet involves traversing numerous network nodes. Taking the nearest node in Japan as an example, average latency typically ranges from 40ms to 60ms. In contrast, AWS Direct Connect utilizes a private network to ensure the shortest path, resulting in latency below 40ms. The performance difference accumulated over long-term or high-volume usage is significant.
Beyond performance, packet loss is a more common issue when connecting to public clouds via public internet. AWS Direct Connect, with its stable speed, minimizes packet loss to near zero. More importantly, dedicated bandwidth connection not only eliminates concerns about speed and quality, but also addresses the critical cybersecurity challenges associated with public cloud adoption.
Chief Telecom’s multi-point connectivity ensures optimal user experience, a unique advantage in promoting AWS Direct Connect service. Tony Chang explained that while network infrastructure in some developing countries or emerging economies may be less advanced, leading to unstable connection quality, Chief’s global VPN network or its SD-WAN service allows users, regardless of their location, to directly connect to Chief’s data centers in Taiwan to utilize AWS Direct Connect service, guaranteeing an optimal user experience.
The benefits of AWS Direct Connect are clear for enterprises with a global footprint; however, even startups and SMEs can leverage it for enhanced service quality. For instance, AWS’s popular multimedia and audio-visual service platforms are highly sensitive to response times, and AWS Direct Connect can significantly improve transmission performance between the cloud and the end-user. Furthermore, for software developers actively transitioning to offer cloud services, adopting AWS Direct Connect acts as a guarantee of service quality, and is therefore expected to attract many customers who prioritize application performance and data security.
Partnering with Vendors and Channels to Expand the Public Cloud Ecosystem
Notably, Chief Telecom’s Taipei Internet Exchange Center (TPIX) attracts numerous international network giants. Its neutral stance provides a unique advantage, strategically facilitating the implementation of Chief Cloud Exchange Center (CCX) and fostering alliances with various cloud and telecom providers.
Tony Chang explained that users, whether adopting single or multi-vendor public cloud services, require only one network connection to Chief’s Cloud Exchange Center for direct access to all public clouds. This enables faster, more convenient cloud services at a lower network cost.
Chief Telecom views all public cloud providers and their channels as partners. Chief Telecom’s role as a platform fosters collaboration, not competition, and has garnered significant positive feedback due to improved network quality and reduced costs. For instance, channel partners who previously focused solely on AWS can now offer customers more comprehensive and diverse network services and added value through Chief Telecom’s robust support.
Tony Chang stated, “Chief Telecom is the only neutral telecommunications company capable of providing comprehensive services. Enterprise users no longer need to establish individual dedicated connections for each public cloud. Various enterprise application needs (storage, cloud computing, graphics processing, VMs, etc.) will be more convenient to deploy, and users can enjoy maximum benefits at a lower cost to meet diverse application requirements.”
