Chief Telecom Partners with Google Cloud to Deliver Diverse Submarine Cable Services
Building a Compliant, Digitally Resilient, and Secure Network to Accelerate Enterprise Global Expansion

Chief Telecom today announced a strategic partnership with Google Cloud, integrating global submarine cable resources and introducing Cross-Site Interconnect (CSI) technology to launch the “Multi-Route Protection Service.” Designed to establish a national-grade defense line, this service delivers an uninterrupted, highly digitally resilient, and secure network for enterprises, financial institutions, and government agencies with rigorous compliance and security mandates.
Jerry Shao, Chairman of Chief Telecom, noted that frequent submarine cable disruption events in surrounding waters in recent years have sounded an alarm for domestic critical infrastructure. It has become evident that single-route leased lines can no longer withstand the risks of submarine cable cuts. Chief Telecom has been fully reinforcing its digital resilience, telecom network resilience, and critical infrastructure resilience—helping enterprise clients upgrade from passive loss-absorption models to active defense architectures. Deploying Google Cloud’s CSI technology alongside Chief Telecom’s multi-route submarine network resources represents a tailored, mission-critical solution for the Taiwan market.
“At the end of last year, Chief Telecom successfully earned the Google Verified Peering Provider (VPP) Gold Partner status,” said Shao. “This accreditation signifies that our network infrastructure’s connection stability and redundancy systems have undergone rigorous validation by a global tech leader, firmly solidifying Chief Telecom’s position as a strategic internet hub in Taiwan. This certification enables enterprises to establish Direct Peering with Google’s global network backbone more efficiently, drastically enhancing cloud service performance and reliability.”
By coupling Google’s globally expansive submarine cable network with Chief Telecom’s vantage point as Taiwan’s premier telecom strategic hub, the “Multi-Route Protection Service” delivers key competitive advantages.
- Seamless Failover via Dynamic Mesh Routing:
Combining Google’s global private network with Chief Telecom’s 1,200+ Gbps Asian backbone, the service utilizes dynamic mesh routing and optimized traffic steering. With automated sub-layer fault detection, network traffic is rerouted within milliseconds during a cable cut—eliminating single-submarine-cable outage risks. - 99.95%+ SLA & Cost-Effective Scalability:
Delivering a guaranteed Service Level Agreement (SLA) availability of 99.95% or higher, the system ensures a completely hitless transition for clients during failover recovery. Enterprises gain access to compliant, highly resilient, and flexible bandwidth options without incurring the prohibitive capital costs of building proprietary multi-route redundancy infrastructure. - Fully Isolated Global Private Network & High-Throughput AI Transfer:
All traffic routes exclusively through Google Cloud’s global private network, fully isolated from public internet threats. Supporting 9,000 MTU Jumbo Frame delivery, it guarantees congestion-free, ultra-low latency transmission for cross-border AI compute workloads and massive data transfers.
Johnny Liu, President of Chief Telecom, highlighted that by integrating Google Cloud’s top-tier infrastructure and global network expertise, Chief Telecom not only cements its leadership as a local telecom hub and major Asian internet exchange center (TPIX), but also precisely satisfies the Financial Supervisory Commission’s (FSC) five core mandates outlined in the “Financial Cyber Resilience Development Blueprint”: multi-layered redundancy, BCP drill validation, Zero-Trust architecture, supply chain risk management, and AI data security. This significantly enhances Chief Telecom’s client stickiness and competitive edge across critical sectors, including finance, government, high-tech manufacturing, and multinational healthcare.
Liu emphasized: “In addition to empowering multinational enterprise clients, the Multi-Route Protection Service builds a formidable wall of digital resilience for government agencies. Taking financial institutions as an example: Even if a primary submarine cable suffers damage, core transaction ledgers and cross-border settlement networks can seamlessly transmit over CSI multi-route paths. This eliminates settlement interruption risks, prevents catastrophic financial and reputational losses, and fully satisfies the FSC’s compliance mandates regarding business continuity planning for critical systems, cross-border data transfer, and outsourced cybersecurity.”
Furthermore, the service guarantees uninterrupted network communications and critical data protection for government bodies, forging a highly survivable national telecom artery. Even under unexpected international submarine cable disruptions, diplomatic communications and real-time cross-regional backups of core public databases remain fully operational, safeguarding national digital sovereignty.
Brian Zhang, General Manager of Sales at Google Cloud Taiwan, stated: “As demands for cross-border AI compute power and massive data transfer surge alongside submarine cable disruption risks from external environments, building a communications architecture with robust digital resilience has become an urgent priority for both enterprises and government entities. We are honored to leverage Google Cloud CSI technology and our globally covered private network backbone as the robust technical foundation behind Chief Telecom’s new ‘Multi-Route Protection Service.’ This enables Chief Telecom to provide hitless rerouting and ultra-fast, secure cross-border transmission environments for Taiwan’s finance, government, and critical industries—serving as a trusted digital bedrock for global expansion and AI transformation.”
Moving forward, Chief Telecom will continue to deepen its integration with Google Cloud across cross-border dedicated circuits, multi-cloud interconnects, Zero-Trust security architectures, and edge computing. Chief Telecom plans to progressively expand CSI service deployments into high-tech manufacturing, healthcare, and other vital sectors while scaling bandwidth capacity and route diversity—constructing a world-class digital cornerstone built on Resilience, Agility, and Security for Taiwanese enterprises entering the global AI era.
